If we lived in a world where everyone was proactive and asking someone to do something was a rarity, leaders’ jobs would be pretty easy. There’s a reason management and leadership are often confused to be one and the same: Management is a part of leadership. Sometimes things fall through the cracks and leaders are required to course-correct and take initiative in moments when the initiative of others is lacking. 

The culture you build and the example you set has a tremendous impact on whether or not your people feel the freedom to take charge. Encourage a culture of "initiative" by avoiding intimidation, criticism, judgment, etc. If your team fears failure, then it’s unlikely they will seek out responsibilities and will continue to wait to be told what to do.
